Action

As Thai Customs has recognized the importance of promotion and cooperation with operators in order to establish supply chain security, Thai Customs have signed the Letter of Intent on 9 May 2006 to express the intention of implementing WCO SAFE FoS and stimulate both Customs and private sectors to become aware of security in global supply chain. Thai Customs has been continuously working on these matters and the following are its highlighted action:

2006 Thai Customs signed the Letter of Intent to World Customs Organization (WCO) on 9 May 2006.

2007 Thai Customs established the working group to study and prepare the work of Authorized Economic Operator Programme ( AEO Programme ).

2009 Thai Customs started the AEO pilot project for exporters called Authorized Economic Operators Project with two operators of this project.

2011 Thai Customs fully implemented the Pilot project AEO for exporters and granted six operators.

2012 Thai Customs expanded Authorized Economic Operators to importers and customs brokers, to be able to become certified as AEO operator. In addition, Thai Customs encouraged the Authorized Economic Operators (i.e. importers, exporters, and customs brokers with gold card status) to become AEO operators. As a result, there were nine Authorized Economic Operators granted with AEO status.

2013 Thai Customs full implementation of AEO Programme for Importers/Exporters and Customs Brokers Authorized Economic Operators with 40 Importers/Exporters and 35 Customs Brokers.

2014 Thai Customs established AEO Standard Division under the Customs Standard Procedures and Valuation Bureau to responsible directly related to AEO Programme. There were 126 Importers /Exporters and 125 Customs Brokers of AEO operators.

2015 Signed 1st AEO?s Mutual Recognition Arrangement (MRA) between Thai Customs Department and Hong Kong Customs and Excise Department on 11st June, 2015 at World Customs Organization (WCO), Brussels, Belgium.

2016 Signed 2nd AEO?s Mutual Recognition Arrangement (MRA) between Thai Customs Department and Korea Customs Service on 27th December, 2016 at Thai Customs Department, Bangkok, Thailand.

2018 Revising new AEO regulations: Customs Notification no. 120/2561 B.E. re: Required Criteria, Procedures and Conditions for AEO Importer and Exporter and Customs Notification 121/2561 B.E. re: Required Criteria, Procedures and Conditions for AEO Customs Broker.

Signed 3rd AEOs Mutual Recognition Arrangement (MRA) between Thai Customs Department and Singapore Customs (Secure Trade Partnership (STP, STP-Plus)) on 29 June, 2016 at World Customs Organization (WCO), Brussels, Belgium

2019 Developing Customs electronics system for fully implemented AEO-MRA. Those AEO Exporter from Thailand will gain benefit regarding Facilitation on Customs Procedures at the AEO-MRA partner countries (Hong Kong, Korea and Singapore).

2020 Total number of AEOs: 385 (as of 3 August, 2020)

AEO Importer/Exporter: 198

AEO Customs Broker: 187
